Project Overview
This project focuses on the development of a national methodological framework for Integrated Coastal Zone Management (ICZM) in the Republic of Mauritius. Commissioned by the Ministry of Environment, Solid Waste Management and Climate Change, the project is part of the larger RECOS initiative led by the Indian Ocean Commission, aimed at strengthening the resilience of coastal areas across the region.
The framework is being piloted in the District of Black River and evaluated for future adaptation and implementation across all coastal districts of Mauritius, and Rodrigues.
Key Objectives
Approach
Our work on Integrated Coastal Zone Management (ICZM) for the Black River District was built on a strong evidence base. Relevant data, trends, and evidence gaps were identified and existing datasets were parsed to surface insights specific to the area. A State of Coast assessment was carried out, the Ridge-to-Reef belt was mapped and ground-truthed, and applicable legislation and regulations were tabulated and aligned with a territorial assessment, giving us a clear and grounded picture of the coastal environment.
From there, a consultative platform was established bringing together the ICZM Committee, key stakeholders, and engaged citizens of Black River. Through working sessions and participatory processes, environmental and socio-economic risks were assessed, prioritised, and explored in depth, with specific drivers and leverage points identified across the Ridge-to-Reef belt. A citizen engagement process at Flic en Flac and Le Morne was also run to shape a shared picture of what the future of the Black River coast could look like. All of this fed into the drafting of the Black River District ICZM Action Plan 2026–2036, supported by a Monitoring and Evaluation framework to track progress over time.
