Project Overview
This initiative focuses on the creation and implementation of a Monitoring, Evaluation, Accountability, and Learning (MEAL) framework also referred to as SERA (Suivi-Évaluation et Redevabilité Apprentissage) for ER Group’s Regenesis project. The goal is to equip the Group with a system that ensures continuous learning, transparent accountability, and strategic adaptability throughout the implementation of its FBBOI-funded programme.
The MEAL/SERA framework is designed not only to track progress and course-correct as needed, but also to support behavioural change and foster a culture of data-informed decision-making across the organisation.
Key Objectives
- Develop and test key performance indicators (KPIs) and monitoring tools to track progress and measure effectiveness.
- Establish mechanisms for regular evaluation of results and impacts to ensure continuous improvement.
- Define accountability frameworks with stakeholders to clarify roles, responsibilities, and expectations.
- Develop a plan for an organizational learning culture with initial capacity building that will allow for the integration of evaluation feedback and lessons learnt into decision-making processes.
Approach
The methodology was structured around eight interconnected phases, co-built with ER’s Sustainability team. The process was grounded in a review of existing literature and reports, through which stakeholder profiles and needs were defined, individual and collective challenges were captured, and barriers and enabling factors for impact and collaboration were identified. An intervention theory (Theory of Change) was refined and which guided the data collection strategy and tool development.
We used a mixed method approach of working sessions, surveys, interviews and field visits with both internal and external stakeholders, allowing data to be compiled, categorized, and analysed through both quantitative and qualitative lenses. Key stakeholder insights were gathered to support strategic, operational, and collaborative diagnoses, while Regensis’ perceived impact, governance, and management were examined against the Theory of Change. Engagement axes were defined and outcomes for beneficiaries and stakeholders were identified. In the final stages, MEAL/SERA tools and strategies were refined, stakeholder engagement and internal communication approaches were strengthened, and a consolidated MEAL/SERA plan was put together along with monitoring and reporting tools, KPI recommendations, and a final programming and implementation plan.
